with the biggest problems. number one, of course, california. we want to credit 247 wall street just naming california and the worst run state in all of the country. for a second year row. way to go. one of the reasons is the unemployment rate, a pretty impressive. 11%. the second highest rate in the country. 2006 and last year. more than a third. and 16 percent of the population in california, 16 percent of the population lives below the poverty line in the golden state. that's not all. forbes magazine, one of the worst spiral states. forbes came up with that great nomenclature. the death spiral state. named 11 of them. california right at the top. for every 100 private sector workers in california, for every hundred working in the private sector california has only 139 people dependent upon it for their employment, welfare in some fashion. so how are they doing that in california? obviously they're not. stay voters just passed a ballot initiative that will raise sales tax and income tax for people who make at least $250,000 per year. don't worry about it. by the way, that was after the ta

at the two storms. this first one will continue to go across the californias, we move through the afternoon. we are going to see a bit of a break, maybe a bit of sun and then for the second half this system will start to pull in. let me show you what i'm talking about. scattered shower this morning. expect the slick roads, by noontime we have mainly cloud conditions but we are mainly dry. we have the break, we have rain and snow at the sierra but the elevation very high with the snow above 7,000 feet. by sunset, 5:00 we have the rain pulling in once again. this is the second system moving in to the north bay. if you have evening plans it's going to be wet. over the central bay by 7:00 and in to the south bay by 10. in the overnight it starts to push out. tomorrow morning, sunday 8:00. mainly dry and sunday will be cooler than today but we will be again mainly dry for sunday. the winds right now 14 miles an hour in oakland. 16 in san jose. temperatures, mild. relatively speaking. we are have upper 50s, low 60s outside outside the door right now. 60 degrees for mountain view. 57 santa rose

in time as we did in alameda county in the oakland area of northern california and look at things like red lining maps and racial residential segregation racially restrictive covenants. you can actually map out areas where certain populations notably african-americans but also asian americans and latinos were not allowed to live. and where there was systemic disinvestment from those communities and then you come to today and you can overlay maps of life expectancy on those areas and you see the biggest disparities, actually occurring in the very same place as where there has been 20, 30, 40 years of systemic disinvestment from those communities. so the implication is that segregation has not only economic impacts but it also has profound health impacts that can be manifest in the actual length of people's lives. >> dr. iton, the idea here at current, the reason we're doing this is to bring people's attention to hunger. when you tie them with poverty even more so. tell us about a program that's the fresh works fund progra

and down the west coast are keeping a close eye on a triple threat of storms. northern california is getting drenched this morning. and forecasters say even worse weather is yet to come. carter evans is in soggy sacramento. good morning. >> reporter: good morning. right now much of northern california is under a flood warning. this is the second of three major storms to hit the area. and already overnight here in sacramento, we've seen up to 2 1/2" of rainfall. this is the storm northern california has been bracing for. forecasters say this downpour has the potential for widespread damage. >> friday is going to be bad. sunday is going to be even worse. >> reporter: here is why californians are worried. it's not a single storm but a one, two, three punch. increasing the danger for atmospheric river that can stretch for thousands of miles. in this case, the river is feeding additional rainfall to the storms, making them even stronger as they hit the coast. when all is said and done parts of california could get up to 15" of rain. >> how much water are we actually talking about? >> i

into the state because they work in private sector. they made that ratio. for example, in california, that ratio is bigger. if you own a software company that employs 100 people, you are supporting 139 people in the state on that other list that work for the government or are welfare recipients or pensioners. the other factor they looked at was credit worthiness. they took a statement, what is their debt load for paying for all of this. what is the business climate like. how many businesses are leaving the state because of regulation. home values. they also looked at the unemployment rate. that's the credit worthiness. the death spiral states had a ratio of takers to makers greater than one. so 100 people supporting 139 others or they were in the bottom half of credit worthiness. there were 11 states that came out with bad factors on both sides. surprisingly. new mexico was at the bottom of the list. they had 153 takers per 100 workers. mississippi, california, alabama maine, new york, south carolina, kentucky, illinois, hawaii, and ohio were states that were on this death spiral list. texas did

into the rockies across british columbia, even down there towards california. but if you're driving across this area, even towards denver, do slow down. some of the white stuff will be coming out of the skies across much of these areas. temperatures, winnipeg, a high of zero towards the north, chicago at 10. if we look at the east coast, a pair of 11s there in new york and washington, d.c. and then into europe, also continuing to watch a storm system push onshore across portugal and spain. as this does move overhead, it is already creating some high wind and heavy waves and even heavy rain warnings there in portugal, eventually into spain. then we'll watch this into the early part of the workweek on monday and tuesday. there could be some severe weather out there towards the central mediterranean and even over towards italy. you're already seeing some rough weather due to this low-pressure area pushing out across this area. we're seeing storm warnings in effect as this continues to move overhead and bringing with it heavy rain. north of it, though, look at these clear skies. one thing you
